Today, the U.S. Food and Drug Administration granted full approval to the Pfizer-BioNTech COVID-19 vaccine, which marks the first licensing of a vaccine for COVID-19. The vaccine is approved for two doses, three weeks apart in people ages 16 and older. It remains available under emergency use authorization for adolescents ages 12 to 15, and for the administration of a third dose in certain immunocompromised individuals.

MHA prepared an analysis illustrating the financial effect of the proposed calendar year 2022 Medicare Outpatient Prospective Payment System rule. The analysis, which is available online for authorized users of HIDI Analytic Advantage, includes a summary for the nation, Missouri and individual hospitals. Hospitals in Missouri are projected to receive an estimated payment increase of 2.5% for services provided under the OPPS. Although footnoted, the analysis does not reflect the effects of the 2% sequestration. Hospitals have until Friday, Sept. 17, to review their hospital-specific data and submit comments regarding the proposed rule.

The Centers for Medicare & Medicaid Services released a set of FAQs about certain sections of the No Surprises Act, which were included in the Consolidated Appropriations Act. Most notably, the U.S. Department of Health and Human Services will not enforce the good faith estimate or the advanced explanation of benefits until further rulemaking. This delays the CAA requirement that, as of Jan. 1, 2022, all providers and facilities must provide a notification of the good faith estimate upon an individual’s scheduling of items or services who are enrolled in a health plan or health insurance coverage. This also delays the CAA requirement for insurers to issue an advanced explanation of benefits once the insurer receives the good faith estimate.

The Centers for Medicare & Medicaid Services’ recent release of the fiscal year 2022 Medicare Hospital Inpatient Prospective Payment System includes a new Maternal Morbidity Structural Measure, which will assess hospital participation in a statewide or national perinatal quality improvement initiative and implementation of safety practices or bundles. The goal of adding this measure is to encourage hospitals to standardize protocols addressing obstetric emergencies and complications arising during pregnancy and childbirth. Reporting begins fourth quarter of calendar year 2021 and will affect FY 2023 payment determination by hospital.
MHA, in partnership with the Missouri Department of Health and Senior Services, offers statewide perinatal quality improvement collaboratives through Missouri AIM. Enrollment currently is open for the Obstetric Care for Women with Substance Use Disorder Collaborative, which runs from October 2021 through December 2023. An informational webinar is available. Interested organizations and providers should register to join this collaborative by Wednesday, Sept. 15.
