CMS issued new guidance on the end of the COVID-19 PHE. QSO-23-13-ALL outlines the expiration of the emergency waivers and certain regulatory requirements issued during the PHE through the Interim Final Rules with Comments.

Effective Thursday, May 11, the White House will end the COVID-19 vaccine requirements for federal employees, federal contractors and international air travelers. Additionally, HHS and DHS announced that they will begin the process to end vaccination requirements for Head Start educators, CMS-certified health care facilities and certain noncitizens at the land border. MHA will continue to monitor and update members as additional guidance is issued.

MHA released a summary and comprehensive analysis of proposed updates to the Medicare IRF PPS for FFY 2024. The analysis compares FYs 2023 and 2024, which includes updates to the market basket, market basket reductions mandated by the ACA, case-mix group updates and updates to the wage index. In aggregate, IRFs in Missouri will see an estimated increase of 2.22% for services paid under the IRF PPS.
The analysis does not include the effects of payments for managed care patients, sequestration, or any modification in fee-for-service payments as a result of hospital participation in new payment models being tested under Medicare demonstration or pilot programs. The analysis, which is available online for authorized users of HIDI Advantage®, includes a summary for the nation, Missouri, health systems and individual hospitals. Hospitals have until Friday, June 2, to review their hospital-specific data and submit comments regarding the proposed rule.

The preview period is now open for hospitals participating in the IPFQR, IQR, OQR and PCHQR programs to review data that will be publicly reported in July 2023. Additional information is available.
