MedPAC released the 2023 annual report to Congress, which includes the following notable information.
Including COVID-19 provider relief payments, IPPS hospitals’ all-payer operating margin reached 8.7% for 2021.
Including COVID-19 provider relief payments, IPPS hospital Medicare margins increased to -6.2% in 2021. Excluding the provider relief payments, the Medicare margins would decrease to -8.3%.
MedPAC projects that hospitals’ Medicare margins in 2023 will be lower than in 2021, estimating it will decrease to -10%.
MedPAC anticipates that an FY 2024 update to hospital payment rates of current law plus 1% would be adequate to maintain FFS beneficiary access to inpatient and outpatient PPS care.

Congratulations to Daphney Partridge, MHA’s Vice President of Education, on 5 years of service!
Daphney leads a team committed to meeting the education and networking needs of MHA members. “Together, we provide outstanding credentialed professional education to help clinicians improve skills and the care they provide, develop the current and next generations of hospital leaders through our leadership development programs, and plan and execute an amazing MHA Convention to provide motivation and thought leadership to our members.”
Daphney says the people and mission make MHA a fabulous place to work, noting that MHA staff are “incredibly bright and dedicated subject matter experts who truly care about hospitals and the people who work in them.”
During her tenure, Daphney is most proud of the team’s innovation and skill building throughout the COVID-19 pandemic, in which MHA had to reimagine the way education was delivered to members. “I am so proud of our team, all our MHA colleagues and especially hospital staff for the monumental tasks that were successfully undertaken to respond to the challenges caused by the COVID-19 pandemic.”
Daphney is a proud mother to three daughters who all are almost completely “grown and flown.” She has a passion for travel and is celebrating her youngest daughter’s college graduation — and the end of tuition payments — with a Rhine River cruise in May. All other times, you may find Daphney outside — likely on a trail or pickleball court.
