Overview

This session will analyze the 2024 Medicare Advantage and Part D Final Rule. Presenters will outline the key changes that will affect patients and health care providers, including utilization management requirements, marketing requirements, the star ratings program and advancing health equity. In particular, attendees can expect to focus on changes to the prior authorization process, highlighting the new continuity of care requirements and changes made to reduce disruptions for beneficiaries. Speakers will present attendees with several examples of how the final rule aims to increase accountability for Medicare Advantage plans, while providing patients and health care providers with more tools and leverage for ensuring consistent access to care. Participants will be able to analyze the final rule and apply concepts to provide improved access to coverage and care.

Objectives

Upon completion of this program, participants will be able to:

    • analyze the 2024 Medicare Advantage and Part D Final Rule
    • assess changes to the prior authorization process
    • evaluate how the final rule can increase accountability for Medicare Advantage plans
    • examine key updates that will affect patients and health care providers

Speakers

Catherine “Katie” Cownie, a partner with Dorsey & Whitney LLP's health care transactions and regulations, assists hospitals, health systems, long-term and continuing care providers, home health agencies, mental health providers and other health practitioners. These representations often involve coordination with state licensing boards, the Centers for Medicare & Medicaid Services, and other governmental entities. Cownie has experience representing clients in Certificate of Need-related matters, as well as in negotiations with Iowa Professional Boards. Additionally, her transactional practice spans contracting, joint ventures, mergers and acquisitions.

Seamus Taylor is an associate attorney in Dorsey & Whitney LLP's health care transactions and regulations practice group in Des Moines. He regularly advises providers from across the health care industry, including hospitals and health systems, pharmacies, provider groups and vendors. Taylor counsels clients on regulatory and transactional issues ranging from compliance with federal and state regulations, changes of ownership, mergers and acquisitions, and corporate governance matters.
