MHA Distributes Analysis For Proposed CY 2021 Medicare Outpatient PPS

MHA prepared an analysis illustrating the financial effect of the proposed calendar year 2021 Medicare Outpatient Prospective Payment System payment and policy updates. The analysis, which is available online for authorized users of HIDI Analytic Advantage®, includes a summary for the nation, Missouri and individual hospitals. Hospitals in Missouri are projected to receive an estimated payment increase of 2.13% for services provided under the OPPS. Although footnoted, the analysis does not reflect the effects of the 2% sequestration. Hospitals have until Monday, Oct. 5, to review their hospital-specific data and submit comments regarding the proposed rule.

CMS Releases FY 2021 Medicare Acute Inpatient And LTCH Final Rule

Last week, the Centers for Medicare & Medicaid Services released the final FY 2021 payment and policy updates for the Medicare Acute Inpatient and the Long-Term Care Hospital Prospective Payment Systems. CMS estimates that IPPS hospitals will receive a payment increase of $3.5 billion, or 2.7%. CMS also estimates that LTCHs will receive an increase of 1.1%, or $40 million. MHA published an issue brief with additional information.

MO HealthNet Sets Date To Enforce NCPDP Quantity Prescribed Reporting Regulation

MO HealthNet will begin denying pharmacy claims on Feb. 21, 2021, if the National Council for Prescription Drug Programs Quantity Prescribed (460-ET) field is not populated for Schedule II drugs. Claims will deny with a reject code of “ET -M/I Quantity Prescribed” if the field is blank, has all zeros or is missing, as required by federal regulation. Federal regulations require pharmacies to report quantities prescribed for Schedule II drugs dispensed beginning Monday, Sept. 21, 2020.

July MUR Available On HIDI Analytic Advantage®

Data for the July 2020 monthly utilization report have been posted on HIDI Analytic Advantage® and are available to download for distribution or placement in a network folder. HIDI Analytic Advantage® PLUS has been updated to include this data. The contacts from the participating hospitals have been notified by email, and they may download and save the Excel worksheet to a secure location on their networks or PCs. The data are encrypted on the site and also during the transmission from HIDI. Once the data have been transferred, it must be secured according to the hospital’s security procedures. August 2020 data are being collected now and are scheduled to be available Monday, Oct. 5.

CMS Releases OQR Specifications Manuals

The Centers for Medicare & Medicaid Services released Hospital Outpatient Quality Reporting Specifications Manual version 13.0b, effective with encounters dated Oct. 1 through Dec. 31, 2020. Included in the manual are updates to ICD-10 codes in Appendix A. Also released was version 14.01a, effective with dates of service Jan. 1 to Dec. 31, 2020. The manuals and associated release notes are available on QualityNet.

CMS Announces Upcoming Change In HQR Reports Format

The Centers for Medicare & Medicaid Services is changing the format of the reports available for Hospital Quality Reporting programs in Fall 2020. HQR reports previously available as a PDF only will be available in a CSV file format. CMS strongly encourages hospitals to download reports preferred in a PDF format before this change takes effect. CMS will release additional information once the transition is complete.

State Board Of Nursing Approves Paramedics In Nursing Model Program

The Missouri State Board of Nursing approved Ozarks Technical College to expand its Associate Degree in Nursing program to admit paramedics into the program. The program traditionally helped licensed practical nurses become registered nurses. Now, paramedics can be admitted to the program and become R.N.s.
