MHA released its annual issue brief summarizing health care legislation considered by the Missouri General Assembly. The summary provides links to bills truly agreed and finally passed by the legislature, and lists health care bills that did not pass during the 101st General Assembly.

MHA published a summary and analysis of the FFY 2023 IPPS and LTCH PPS proposed payment and policy updates, which are available for download to authorized users of HIDI Analytic Advantage. Results are illustrated in national, Missouri, health system and individual hospital groupings.
Hospitals in Missouri should expect an estimated 1.9% increase in IPPS payments. The IPPS analysis includes the financial effects of market basket updates, reductions mandated by the ACA, coding adjustments, quality-based payment adjustments and changes to the wage index.
In aggregate, the state will see an estimated decrease of 1.0% for services paid under the LTCH PPS. The LTCH PPS analysis includes financial effects of market basket updates, reductions mandated by the ACA, budget neutrality adjustments, wage index updates, MS-LTC-DRG updates and effects of the site-neutral payment reductions. Although footnoted, the effects of the Medicare sequestration are not included.
Hospitals have until Friday, June 17, to review their hospital-specific data and submit comments to CMS.

Following Pfizer’s report that its COVID-19 vaccine produced a strong immune response and a favorable safety profile in children ages six months to under five years following three doses, the FDA Advisory Committee has set a date to review use of COVID-19 vaccines in this age group.
Following EUA approval, the CDC Advisory Committee on Immunizations will review the recommendation for use and the CDC Director then will accept the recommendations. Hospitals should wait for these approvals, and if applicable the issuance of a standing order from DHSS, before initiating vaccination in these age groups.

In February, Missouri’s Medicaid program notified the federal government that it was halting the implementation of the Targeted Benefits for Postpartum Women program, which lawmakers authorized four years ago to expand health care coverage of substance use treatment for low-income postpartum women.
State officials stated the program was paused due to voter-approved Medicaid expansion expected to decrease the number of women who could receive services under the extended postpartum coverage and lawmakers were considering an expansion of postpartum coverage to allow for full benefits. DSS reports plans to regroup with CMS on the issue of postpartum coverage waivers now that the legislative session has concluded.

APPLY: HRSA is accepting applications for the Faculty Loan Repayment Program, which provides loan repayment assistance to eligible faculty members serving at academic institutions who face economic and environmental challenges. The deadline to apply is 6:30 p.m. Thursday, June 30.
