President Biden released his fiscal year 2022 budget, amounting to $6.011 trillion. The budget would assume a deficit of $1.837 trillion. Within the budget, the administration proposes to lower the cost of prescription drugs; improve Medicare, Medicaid and Affordable Care Act coverage; create additional public coverage options; and increase oversight and program integrity within the Medicare program. The Centers for Medicare & Medicaid Services budget would be increased by $96 billion above FY 2021 to a total of $1.4 trillion. MHA published an issue brief with additional information.

MHA published a summary and analysis of the federal fiscal year 2022 Inpatient Prospective Payment System proposed payment and policy updates. Hospitals have until Monday, June 28, to review their hospital-specific data and submit comments to the Centers for Medicare & Medicaid Services. The analysis includes the financial effects of market basket updates, reductions mandated by the Affordable Care Act, coding adjustments, quality-based payment adjustments and changes to the wage index. Hospitals in Missouri should expect an estimated 2.8% increase in IPPS payments. Results are illustrated in national, Missouri, health system and individual hospital groupings. Policy and analytic studies, prepared for distribution by the Hospital Industry Data Institute, are available for download to authorized users of HIDI Analytic Advantage.

The Missouri Bureau of Narcotics and Dangerous Drugs regulations pertaining to electronic prescribing of controlled substances waivers was published in the Missouri Code of State Regulations under 19 CSR 30-1.080. Beginning Jan. 1, electronic prescribing of controlled substances was required in Missouri. BNDD issued a general waiver of electronic prescribing, which was effective with the state of emergency declared by the governor and continued through Executive Order 21-07 until Tuesday, Aug. 31. Providers who will not be able to comply with the electronic prescribing requirements will need to request a waiver in accordance with the newly published rules.

MHA partnered with the Missouri Department of Mental Health and Missouri Behavioral Health Council to provide complimentary Collaborative Assessment and Management of Suicidality training for hospital staff, including physicians, nurses, social workers and counselors. This half-day training offers an overview of current trends in clinical suicidology. Participants will receive information about suicide-focused rates and statistics, as well as best practice approaches for suicide-focused assessment and intervention. Emphasis will be placed on the CAMS framework and the unique role it may play in hospitals. CAMS training is offered on the following dates, and online registration is available.

The Centers for Medicare & Medicaid Services selected the hospitals for validation of electronic clinical quality measures for fiscal year 2023 payment determination. The calendar year 2020 quarters eligible for FY 2023 payment determination validation are first quarter 2020 through fourth quarter 2020. Additional information is available.

The U.S. Government Accountability Office published a report and summary on the National Health Service Corps. It indicates that 25% of the nation’s population lives in an area with a shortage of providers.

Deborah Sabella has retired from Landmark Hospital of Cape Girardeau, effective May 28. Sabella held several leadership roles with Landmark Hospitals and served as CEO of two Missouri Landmark hospitals. Michael Irey will succeed Sabella as the CEO.
