Transforming Care Through Global Budgets — Lessons Learned from Pennsylvania’s Rural Health Model

Policymakers and health care payers are implementing alternative payment models to control the growth of health care spending and to encourage providers to deliver high-value care. One groundbreaking approach is the Pennsylvania Rural Health Model, a pilot program in partnership with the Center for Medicare & Medicaid Innovation, the Pennsylvania Department of Health, and the Rural Health Redesign Center Authority. Through continued expansion, the program helps rural hospitals become more financially viable organizations while focusing on the best ways to keep their populations healthy. Under this model, global budget payments are established for a fixed period of time to reimburse providers for delivering care that aligns with community health needs.


At the conclusion of this session, participants will be able to:

  • describe the emerging payment reform of global budgeting, what the models look like and how they work
  • identify the anticipated trajectory of the program
  • discuss the lessons learned during the first two years of the Pennsylvania model, as well as its implications for rural and urban hospitals
  • evaluate opportunities to leverage the learnings from the Pennsylvania model within your own state
  • describe how the global budget model better positions hospitals to bounce back from COVID-19-related economic hardship
