Parson Orders Additional State Spending Restrictions

Due to declining state revenues from the COVID-19 emergency, Gov. Parson ordered an additional $47 million in spending reductions for the current fiscal year, which ends June 30. Programs targeted for reductions include health-related initiatives such as broadband, workforce development, social services eligibility determination technology and $4.7 million to support MO HealthNet’s Transformation initiative.

MHA Distributes Financial Indicators Analysis

MHA released a financial indicator analysis providing comparative financial metrics for individual hospitals compared to state and national benchmarks. The analysis uses standard accepted formulas as defined and published by various rating agencies. The source for the financial information is the fourth quarter 2019 Healthcare Cost Report Information System database, which includes Medicare cost report data. MHA posted these files to HIDI Analytic Advantage® for review.

HHS Finalizes Interoperability And Patient Access Rule

The U.S. Department of Health and Human Services finalized two rules that “promise to put patients first, giving them access to their health information when they need it most and in a way they can best use it.” The Centers for Medicare & Medicaid Services also announced that it recognizes that hospitals are on the front lines of the COVID-19 pandemic, therefore CMS is extending the implementation timeline for the Admission Discharge Transfer notification Conditions of Participation by 12 months after the publication of the final rule in the Federal Register. CMS also finalized the Patient Access API and the Provider Directory API policies for Medicare Advantage, Medicaid and the Children’s Health Insurance Program, effective Jan. 1, 2021. HIDI Releases Fourth Quarter 2019 VBP Payments Model

The Value-Based Purchasing Payments Model is a companion utility to the VBP Analysis that was produced for hospitals on March 19. The VBP Payments Model is an interactive tool that provides hospitals with the ability to manipulate their hospital-specific quality scores to evaluate the associated change to estimated VBP payments. The VBP Payments Model is provided to subscribers of the 2020 Premier Reporting Package. The modeling utility is located on HIDI Analytic Advantage® in the “Finance and Policy/Premier Reports” or “Quality/Premier Reports” folders, with the following file name: MOxxxx_VBP FFY2021 Payments Model_2019_Q4_(2020.04.22).xlsx. Hospitals interested in subscribing to the HIDI Premier Report Package should review the package information. Current subscribers with questions about downloading files should contact HIDI.

CMS Launches One Login Functionality

The Centers for Medicare & Medicaid Services has streamlined identification management security for users of Hospital Quality Reporting with the “one login” functionality called HARP — Health Care Quality Information Systems (HCQIS) Access Roles and Profile. With HARP, users no longer need to maintain multiple accounts or logins. Instead, the HARP account gives access to all reporting features available in HQR. The transition period is now open and ends Monday, June 15. Additional information is available.
