2020 State Legislative Session Convenes

The 2020 legislative session of the Missouri General Assembly convened today. Debate of legislative proposals must end by 6 p.m. on Friday, May 15. The House of Representatives has 148 Republicans and 48 Democrats, with one vacancy. The Senate has 24 Republicans and 10 Democrats.

DHSS Releases Missouri Nosocomial Infection Report

The Missouri Department of Health and Senior Services released the 2019 Nosocomial Infection Report to the governor and members of the General Assembly. Section 192.667, RSMo, requires hospitals and ambulatory surgical centers to report certain healthcare-associated infections to the department. The law also requires the department to submit the report annually to the governor and General Assembly.

November MUR Available On HIDI Analytic Advantage®

Data for the November 2019 monthly utilization report have been posted on HIDI Analytic Advantage® and are available to download for distribution or placement in a network folder. HIDI Analytic Advantage® PLUS has been updated to include this data. Contacts from participating hospitals have been notified by email, and they may download and save the Excel worksheet to a secure network location or PC. The data are encrypted on the site and also during the transmission from HIDI. Once the data have been transferred, it must be secured according to the hospital’s security procedures. December 2019 data are being collected now and are scheduled to be available Wednesday, Feb. 5.

Flu Monitoring Elevates In Response To Widespread Activity

The latest Weekly Influenza Report from the Missouri Department of Health and Senior Services indicates that Missouri has reached a level of widespread flu activity as of week ending Dec. 28, 2019. The report also shows an increase in the percentage of outpatient visits for influenza-like illness, with an increase from 3.08% to 5.03%. Additionally, weekly EMResource Baseline Flu queries have shown a marked increase in the number of reported patients admitted to hospitals for ILI.

Per the 2019-2020 Flu Monitoring Guidance, these indicators will trigger a transition from the Baseline Flu Query to the Enhanced Flu Query in EMResource. The queries will continue to be conducted every Thursday between 10 a.m. and 2 p.m., with the first Enhanced Flu Query beginning Thursday, Jan. 9.

As increased burden on emergency departments and hospital resources can be attributed to escalating increases in flu activity, it strongly is recommended that hospitals respond to the weekly Enhanced Flu Query to provide local, regional and statewide data for planning and response initiatives. Weekly flu query reports and data summaries can be reviewed by authorized users in the EMResource library.

CMS Awards Funding To Combat Opioid Misuse

To combat opioid misuse among expectant mothers and improve care for children impacted by the crisis, the Centers for Medicare & Medicaid Services announced 10 states, including Missouri, selected to receive funding under the Maternal Opioid Misuse Model and issued eight cooperative agreements for the Integrated Care for Kids Model. The overall goals of funding are to improve quality of care, increase access to treatment based on state-specific needs, and reduce expenditures for mothers and infants. FDA Finalizes Enforcement Policy On Unauthorized Flavored Cartridge-Based E-Cigarettes

The U.S. Food and Drug Administration issued a policy last week that prioritized enforcement against certain unauthorized flavored e-cigarette products that appeal to youth, which included fruit and mint flavors. Two of these key studies informing the new enforcement policy are the 2019 National Youth Tobacco Survey and the 2019 Monitoring the Future Survey.

Additional resources include the FDA's Youth Tobacco Prevention Plan and the Surgeon General’s Advisory on E-cigarette Use Among Youth.

Health Outreach Conference Issues Call For Proposals

The University of Missouri Extension is sponsoring the 2020 National Health Outreach Conference on May 13-15 in Kansas City, Mo. Conference organizers are asking for proposals describing “work to foster health, safety and wellness for individuals, families and communities.” The deadline for submitting a proposal is Tuesday, Jan. 21.

CMS Reminds Hospitals Of 3Q2019 Submission Deadlines

The Centers for Medicare & Medicaid Services released the inpatient and outpatient reporting checklists related to submission deadlines of third quarter 2019 data (July 1 through Sept. 30, 2019) for the Inpatient and Outpatient Quality Reporting programs.

  • Saturday, Feb. 1 — outpatient clinical data
  • Monday, Feb. 3 — inpatient population and sampling counts for chart-abstracted measures
  • Tuesday, Feb. 18 — clinical data for inpatient chart-abstracted measures; healthcare-associated infection data (submitted to the National Healthcare Safety Network); and PC-01 elective delivery (clinical web-based measure)
