Medicare Beneficiaries With Highest Cost Spend Mostly On Outpatient Care And Medications

Staff Contact: Andrew Wheeler

The Commonwealth Fund released a new study, which concludes that the beneficiaries with the highest costs spend mostly on outpatient care and medications. Key findings include the following.

  • ten percent of Medicare beneficiaries account for more than 50 percent of the program’s spending
  • less than 3 percent of Medicare beneficiaries accounted for nearly 20 percent of Medicare spending
  • twenty-eight percent of beneficiaries with high costs in 2012 also had high costs throughout the next two years
  • only 5 percent of the total spend by the persistently high-cost beneficiaries were related to potentially preventable hospitalizations
  • high-cost patients tend to be younger than transient and never high-cost patients
  • high-cost patients spent more than four times as much as transient high-cost patients
    • outpatient setting ($16,148 vs. $4,020)
    • drugs ($15,467 vs. $3,841)
