Congress Unveils Giant Appropriations Bill For Quick Passage

The product of negotiations between the U.S. House of Representatives and the Senate, a 2,232-page omnibus appropriations bill, was unveiled the evening of Wednesday, March 21, in preparation for a Thursday, March 22 vote in the House of Representatives. Congress faces a deadline of enacting detailed appropriations for fiscal year 2018 on or before 11:59 p.m. Friday, March 23. The bill does not fund cost-sharing reduction payments to insurers offering “marketplace” coverage or for a reinsurance mechanism. The Department of Health and Human Services’ appropriations are summarized separately. About $4 billion is allocated to address opioid abuse.

MO HealthNet Posts Feedback Form For Opioid Prescription Intervention Report

The Missouri Medicaid Audit and Compliance Unit posted a form for prescribers to use to respond to the state’s Opioid Prescription Intervention report. Prescribers are asked to use this form to explain why indicated patients’ prescriptions exceed the state’s quality standard. One form is requested per patient. Prescribers who receive an OPI report and fail to respond with the requested information will receive a second notice, which, if not responded to in 20 days, will result in a referral to the state Bureau of Narcotics and Dangerous Drugs and the Board of Healing Arts.

  • Improving Medicare Post-Acute Care Transformation Act transfer of health measures: public comment period ends Thursday, May 3
  • Hospital Value-Based Purchasing Program fiscal year 2020 baseline measure report
  • CMS national provider enrollment conference Tuesday, April 24, and Wednesday, April 25
  • Hospice quality reporting program: Hospice Abstraction Reporting Tool v1.4.0

PSVA Tool Updates Available

The Pre-Submission Validation Application tool helps hospitals and their vendors identify and correct errors within their Quality Reporting Document Architecture Category I files before submission of electronic clinical quality measure data to the Centers for Medicare & Medicaid Services. Enhancements recently made to the PSVA tool include the following.

  • an installer for the tool to facilitate ease of application installation
  • instructions on how to save files that already have been validated
  • inclusion in feedback reports only of errors that need to be addressed

The updated tool is available on the QualityNet secure portal.

Between 1990 and 2015, more than 2 billion people gained access to an improved sanitation facility (a toilet or latrine designed to ensure that people do not come in contact with waste). Despite these improvements, 844 million people still do not have access to a safe drinking water source, and 2.3 billion still do not have access to an improved sanitation facility.
