Congress Reaches Agreement On FY 2017 Budget Accord

Congressional negotiators have announced an agreement on a budget accord to define the federal budget for the balance of federal fiscal year 2017, which ends Saturday, Sept. 30. The U.S. House Appropriations Committee released a brief summary of appropriations for the Departments of Education, Labor, and Health and Human Services. A program-specific summary and text of the budget accord also are available. Congress is expected to ratify the agreement in the next few days.

CMS Issues Proposed Payment, Policy Updates For SNFs

The Centers for Medicare & Medicaid Services recently released the fiscal year 2018 proposed payment and policy updates for the skilled nursing facilities PPS. Comments are due no later than 4 p.m. Monday, June 26. MHA has published an issue brief with additional details.

CMS Solicits Comments About SNF PPS Payment Revisions

The Centers for Medicare & Medicaid Services released an advance notice of proposed rulemaking that asks for comments about potential options for revising certain aspects of the skilled nursing facility PPS. Specifically, CMS is asking for comments about the possibility of replacing the SNF PPS’ existing case-mix classification model, RUG-IV, with the resident classification system, Version I case mix model. Comments will be accepted through Monday, June 26. MHA has published an issue brief with additional details.

DHSS Updates Controlled Substance List

The Missouri Department of Health and Senior Services has updated 19 CSR 30-1.002 Schedules of Controlled Substances. Section 195.017.1 of the Missouri Revised Statutes states that DHSS must revise and publish the schedules annually. The schedules mirror those of the Drug Enforcement Administration.

MHA Distributes Medicare Final Episode Payment Model Analysis

The Centers for Medicare & Medicaid Services announced three distinct new episode payment models that will reward or penalize hospitals based on their quality and cost of providing services for coronary artery bypass graft, acute myocardial infarction and surgical hip/femur fracture treatment excluding lower extremity joint replacement services. CMS also has postponed the implementation date from Saturday, July 1, to Sunday, Oct. 1, with the possibility of further delay to Monday, Jan. 1, 2018. The EPM effects hospitals located in certain urban metropolitan statistical areas. Hospitals that are not subject to the EPM also will receive an analysis. Policy and analytic studies are made available for download to authorized users of HIDI Analytic Advantage.®

MHA Releases Missouri Price And Quality Transparency Update

The Missouri transparency initiative’s price and quality outcome data have been updated on Focus on Hospitals. We encourage you to review the resources on MHA’s website, as they can help you better understand your quality data. Pricing data has been updated to include federal fiscal year 2016 and reflects October 2015 to September 2016 data. Quality outcome data was updated to include January 2016 to December 2016 figures for infections and harm; and December 2013 to November 2016 data for all readmission measures.

The Hospital Industry Data Institute has expanded functionality for the price and quality transparency dashboards. The expanded reports now include drill-through capabilities to access hospital-specific, patient-level information. The reports are available to authorized HIDI Analytic Advantage® users, and can be found on HIDI Analytic Advantage® PLUS under the Quality tab in the Strategic Quality Initiatives folder. CEO Announcements


Ellett Memorial Hospital Names New CEO

Melissa Fletcher has been named permanent CEO of Ellett Memorial Hospital in Appleton City, effective May 1. She has been serving as Interim CEO since January when Tom Hollis retired. Fletcher previously served as Chief Nursing Officer. A list of CEO changes is available online.
