TJC Releases Antimicrobial Stewardship Program Update

Staff Contacts: Sarah Willson or Alison Williams

For facilities accredited by The Joint Commission, antimicrobial stewardship programs should be in place by Jan. 1, 2017, at which time TJC will begin surveying for compliance with the standard. MHA voiced concern to TJC regarding the inclusion of inpatient psychiatric facilities and suggested delaying the implementation to gain a better understanding of the implications for IPFs. Hospitals accredited by TJC can submit comments on the issue. Additionally, the Centers for Medicare & Medicaid Services has proposed regulation changes to the conditions of participation, which would require ASPs in hospitals and critical access hospitals. There is no exclusion language for IPFs at this time. MHA has commented on ASPs in hospitals, CAHs and IPFs. The CMS comment period closes Monday, Aug. 15.

Senate Bill 579, which passed in the 2016 legislative session, excludes mental health facilities from the ASP requirement. However, the most stringent rules apply. ASP resources follow.

Senators Urge CMS To Rescind IMD Exclusion

Staff Contact: Sarah Willson

Yesterday, a bipartisan group of 29 senators urged the Centers for Medicare & Medicaid Services to improve access to substance abuse treatment by modifying the Institutions for Mental Disease Exclusion. “The IMD Exclusion currently limits options for individuals seeking substance abuse treatment by prohibiting federal reimbursement for services provided to Medicaid beneficiaries between ages 22 and 64 in certain settings, including residential mental health and substance use disorder treatment facilities with over 16 beds.” MHA highlighted state and national disparities in mental health in its June 2016 edition of HIDI HealthStats.
