All Missourians have coverage for and access to comprehensive health care services.
Principles
The Missouri Hospital Association believes that:

Comprehensive health care services include the full complement of preventive, diagnostic, treatment and rehabilitative services provided in office, institutional, community and home settings.

Individuals, employers and government share the responsibility for financing comprehensive health care services.

Individuals should not be denied access to affordable health insurance because of their health status.

Comprehensive health care services should be organized, financed and delivered in settings that maximize individual outcomes and minimize costs.

Reimbursement for comprehensive health care services should ensure that all providers care for all populations.

Individuals should have easy access to comparative data on health care outcomes and costs from all providers and insurers.

Patient information should be stored in a secure individual electronic health record accessible by the individual and all appropriate health care providers and insurers.

Government should adopt health policies that achieve administrative efficiency while preserving individual choice of services, providers and coverage options.
