HHS Secretary Leavitt announced in October two new actions to bolster the
nation's preparedness for a potential anthrax attack.

These actions include:

(1) the determination and declaration by the DHS and HHS Secretaries, respectively, enabling FDA to issue an Emergency Use Authorization allowing letter carriers (who volunteer to deliver antibiotics to homes during an anthrax emergency) to store home kits containing small quantities of antibiotics for future use by them and other members of their households during such an anthrax emergency; and

(2) a declaration by HHS Secretary Leavitt under the Public Readiness and Emergency Preparedness Act (PREP Act) that provides limited liability protection for activities related to developing, distributing, and dispensing antibiotics on a large scale during an anthrax attack. Attached is the announcement from HHS on these actions.
