Nixon Signs Health And Public Safety Bill

Gov. Jay Nixon has approved Senate Bill 732 from the 2016 state legislative session. It addresses various health and public safety topics, some of which are part of other approved bills. It creates new standards, including liability protections and advance notice requirements, regarding ambulance transport of behavioral health patients. The bill also addresses licensure standards for emergency medical services personnel and the roles of regional EMS advisory committees, as well as authorizes the use of intergovernmental transfers to support Medicaid ambulance payments. The legislation also adds “bullying,” as defined by the bill, to the list of incidents which must be reported under state abuse reporting laws.

Effective July 1, MO HealthNet recipients are eligible to receive group behavioral health counseling for tobacco cessation. Precertification is required and may be obtained through CyberAccess or by fax or telephone.

CMS Proposes CY 2017 Physician Fee Schedule Payment And Policy Updates

Last week, the Centers for Medicare & Medicaid Services released calendar year 2017 payment and policy updates to the Medicare physician fee schedule and other Part B services. The major proposed updates include the following.

  • Medicare telehealth services
  • improving payment accuracy for preventive services — diabetes self-management training
  • payment incentive for the transition from traditional X-ray to digital radiography
  • procedures subject to the multiple procedure payment reduction and the outpatient PPS cap
  • appropriate use criteria for advanced diagnostic imaging services
  • value-based payment modifier and physician feedback program
  • physician self-referral updates

MHA has published an issue brief with additional details. Comments are due by 4 p.m. Tuesday, Sept. 6.
